This organization is situated in many areas like the UK, the USA, and Australia, etc. (Gregory, 2015). The assignment states about the resource planning that are needed to be used. Along with this, good budgeting skills and accountability is also explained. It describes the financial risk the company is having. Apart from this, budgetary restrictions, current fiscal, political climate are discussed. Lastly, it also states about those factors that are influencing the organization in the process of decision making.

1. Discuss a Possible Plan on How Best to Manage Resources for The Best Service User Outcome.

1.1 An Understanding of the Concepts of Resource Planning.

Resource planning is done in every organization. In the case of case home organization, the management tries to provide their best with the help of this resource planning. The resource planning is done for understanding an individual’s situation by doing deep analysis. Apart from this, resource planning helps in providing the financial position to the organization by delivering incomes, assets, home equity, insurance policies and other resources (Al-Mashari and Al-Mosheleh, 2015). Also, it also gives valuable requirements to the current and future health issues. The resource planning management also helps in providing programs related to financial matters and assistance programs. It manages the public assistance, delays of the application processing and the services in related to the waiting lists.

With the help of the resource planner, the management tries to gather information about the family and ask questions about their wants and desires. Apart from this, the organization also uses certain funding methods such as Medicare, private health insurance and medical schedule (Menguc and Barker, 2015). Such health and service processes are presented sometimes by the government or private insurance companies. This help in providing an adequate amount of hospital and medical services. Therefore, it can be said that such strategies are used for fulfilling the desires and wants for their customers. In recent times, the health care sector of the UK has faced a financial crisis, which is very severe. The crisis is so serious, that if care is not taken, then 1 out of 4 care homes of the UK may reach the state of closure. From studies, it can be found that 1185 care homes get a rating of 25 out of 100, which is extremely low (Gordon and et al., 2014). If the financial status of the health care homes in last 15 years is considered, then it can be seen, that 1 out of 4 companies are in the “warning area,” which means they are in the way of closure. Due to lack of financial assistance, they are unable to appoint or in some cases fail to retain skilled staff, so they make use of agency staff most of whom lack basic health care skills.

To cope up with this situation, these homes take loans whose interest are quite high, and they may not be able to pay back such a huge amount. As a result, the standard of care has fallen. The thing which is deeply saddening is that the most vulnerable people of the society are being taken care of by a sector which is even more vulnerable (Elia and et al., 2016). New approaches should be taken, which includes involving more people who have personal experience about taking care of the elderly. Along with that, the view of different people related to the health sector should be taken into consideration, which will help in creating new ideas.

2.6 Identify the Factors That Can Influence the Decision-Making Process When Managing Social Care Funding

In this process of decision making, it can be understood that certain factors are creating barriers while proceeding with the social care funding processes. In such organizations, decision making is seen to be complicated. Such decision-making processes are mostly obstructed by economic or financial procedures (Lovell and Yates, 2014). It was noticed that managers and leaders are told to use certain significant pressure ways with the help of which, they will be able to tackle difficult operational and budgetary decisions related to the organizational structure. Therefore, it can be said that most of the factors are depended on financial matters in social care. This also influences the process of decision making in the care home organization.

In these organizations, social care funding also plays a very important role. The financial resources are used in such a manner that it influences decision-making process positively and negatively. In the case of the positive manner, financial resources are used for improving the decision-making process along with this; it is also used in providing aids to the patients. On the other hand, it was noticed that financial funding was also creating barriers in the process of the development (Carroll and Buchholtz, 2014). Therefore, these are some of the procedures and factors that are causes a huge impact on the social care funding processes. The social and health care is seen developing and progressing with the help of these factors. Due to this reason, such factors should be considered in an organizational structure.
